2) The City of Santa Ana rejects participation in the <br />Eastern /Foothill Corridor Fee Program, given the <br />current lack of information and need to study the <br />following issues: <br />a. The impact of construction of the <br />Eastern /Foothill Corridor on urban sprawl and <br />traffic congestion, due to land development and <br />corridor access needs; <br />b. An evaluation of financing alternatives, <br />including the toll road concept; <br />c. The impacts of construction on mobility, <br />commuter patterns, and Employment access for <br />residents of all cities of the County, not <br />only those located within designated areas of <br />benefit, <br />d. The impact of construction on the environment, <br />including meeting Emissions standards for the <br />South Coast Air Quality Management District; and <br />e.
