REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL <br />AGENDA DATE March 18, 1985 <br />TITLE ORANGE COUNTY TRANSPORTATION CORRIDORS <br />DEVELOPER FEE PROGRAM <br />PUBLIC SERVICES AGENCY - C <br />MANAGER CITY <br />DATE OF COUNCIL ACTION <br />CLERK OF THE COUNCIL <br />�,c ,S <br />RECOMMENDED ACTION <br />_That City Council adopt the following policies concerning the City's participation in <br />the proposed County Developer Fee Program relative to construction of the San Joaquin <br />Hills Corridor, the Eastern Corridor, and the Foothill Corridor: <br />1. The City of Santa Ana will not participate in the County Developer Fee Program as <br />currently proposed. <br />The City of Santa Ana will reconsider participation i.n a County -wide Developer Fee <br />Program if: <br />a. The 57 Freeway extension and the Foothill /22 bottleneck solution are included <br />in the funding program. <br />b. The assessment area and relative assessment costs are reevaluated to provide <br />for equitable assessments relative to degree of use or benefit from <br />construction of the Corridors. <br />C. Cammitments to existing congestion relief projects such as the 5 widening, 55 <br />widening, and 5/55 Interchange reconstruction are not jeopardized by the <br />Corridor Fee Program. <br />EXECUTIVE SUMMARY <br />Three transportation corridors have been defined for the southeast portion of Orange <br />County. These corridors known as the San Joaquin Hills, Eastern, and Foothill <br />Transportation Corridors are currently unfunded. The County of Orange and the Orange <br />County Transportation Commission are seeking a developer fee program to finance 50% of <br />the cost of the facilities. <br />The County has developed a benefit area associated with these corridors, and the <br />Commission is attempting to gain financial participation from all Cities included in the <br />benefit area. The anticipated developer fee would be approximately $50 per trip end <br />($700 for new residents) for developments in Santa Ana lying roughly east of Main Street <br />or south of Warner. <br />Staff has reviewed the County and Commission proposal with particular concern for the <br />proximity of the corridors to the City of Santa Ana and the equity of assessment versus <br />_ ransportation benefits provided.
