That the City of Santa Ana reject participation in the Eastern/ <br />Foothill Corridor Fee Program, given the current lack of information <br />and need to study the following issues: <br />1. The impact of construction of the Eastern /Foothill Corridor on <br />urban sprawl and traffic congestion, due to land development and <br />corridor access needs; <br />2. An evaluation of financing alternatives, including the toll road <br />concept; <br />3. The impacts of construction on mobility, commuter patterns, and <br />employment access for residents of all cities of the County, not <br />only those located within designated areas of benefit; <br />4. The impact of construction on the environment, including meeting <br />emissions standards for the South Coast Air Quality Management <br />District; <br />5.. The relationship of the proposed corridor to transit development <br />plans, currently identified freeway improvements and maintenance <br />schedules provided in the S year State Transportation <br />Improvement Plan, with projected employment and residential <br />growth County -wide. <br />
