CITY OF SANTA ANA <br />POLICY STATEMENTS <br />FOR UNIFIED TRANSPORTATION SOLUTIONS <br />Comprehensive transportation solutions are needed to serve existing <br />and'future traffic volumes from current and emerging development <br />patterns on a County -wide scale. <br />Considering the financial constraints facing implementation of <br />transportation solutions today, the City of Santa Ana recognizes <br />that fees paid by developers are a necessary and appropriate part of <br />the funding mix for these solutions: <br />Options to enhance mobility in existing transportation corridors <br />(including bus and HOV facilities or transit guideways) shall be <br />fully explored, prior to planning, financing, or constructing any <br />facility that tends to stimulate sprawl and cause major life style <br />changes for residents of Orange County. <br />Prior to entering into an agreement for financing an environmentally <br />sensitive transportation solution, a comprehensive proposal shall be <br />advanced clearly defining: <br />1. The complete requirements for the facility including access and <br />terminus needs; _ <br />2. All alternative financing mechanisms available including toll <br />roads and standard arterial construction; <br />3. An equitable area of benefit with proportionate assessments for <br />transportation use of the facility; <br />4. Identification of any and all environmental impacts associated <br />with the facility, such as air pollution, congestion, and life <br />style changes; <br />5. Incorporation of local multiagency solutions to severe <br />congestion problems resulting from intensified development <br />adjacent to the facility. <br />RECOMMENDED ACTION <br />That the City of Santa Ana agrees to participate in planning and <br />construction of the San Joaquin Transportation Corridor, pending the <br />implementation of the following conditions <br />1. Reassessment of the designated area of benefit. <br />2. Incorporation of the elements proposed in the 5 year <br />Transportation Improvement Program developed and submitted to <br />the Board of Supervisors by the Inter -City Liaison Committee. <br />
