The fees for each of the corridors are noted below: <br />Proposed Fee Program <br />San Joaquin Hills Eastern /Foothill <br />Single family $1,010 $920 <br />Multi- residence $ 590 $535 <br />Non - residence $ 1.30 square feet $1.05 square feet <br />The Joint Power Agreement requires annual review and provides for potential <br />modification of the proposed fees. The notification sent to property owners <br />within the ADB for each corridor clearly indicated that the proposed Fee Program <br />affects only new development and that the Fee Program does not affect existing <br />homes, existing commercial or industrial buildings. Additionally, building <br />permits for residential remodeling, addition or reconstruction are exempt. The <br />Program fees would be collected upon issuance of building permit. If the City <br />Council adopts the MT & B Fee Program, the second reading of the ordinance <br />would be held on January 20, 1986 and fee collection would begin on March <br />1, 1986. <br />Each of the local governmental agencies in the Eastern and Foothill Corridor <br />which include the County of Orange and the Cities of Anaheim, Yorba Linda, <br />Orange, Tustin, Irvine, San Juan,Capistrano and San Clemente have adopted the MT <br />& B Fee Program. For the San Joaquin Hills Transportation Corridor, the County <br />of orange, and the Cities of Irvine, Newport Beach, and San Juan Capistrano have <br />adopted MT &B Fee Program. The City of Costa Mesa has set January 20, 1986 for <br />its public hearing while Laguna Beach has yet to schedule the hearing date. <br />As demonstrated, the Corridor Fee Program has now been adopted by the <br />majority of the Cities and the County of Orange. Fees are now being <br />collected as implementing Ordinances take effect. The City of Irvine, <br />which has been a pivotal participant due to vocal opposition in that <br />community, has taken Council action to implement the program. Irvine will <br />participate unless prohibited through judicial decree or a referendum. <br />The total costs for the corridors and the portion proposed to be allocated <br />to new development through the MT &B Fee Program are: <br />New Development <br />Approximate <br />Total Share of Costs 8 <br />San Joaquin Hills $341,660,000 $165,500,104 48.4 <br />Foothill /Eastern $516,147,000 $250,228,066 48.5 <br />
