ALTERNATIVES CONSIDERED <br />Since it can no longer be anticipated that state and federal funds can fully <br />construct proposed corridors, new development must provide partial funding. <br />Without these development fees, important regional transportation facilities <br />cannot be constructed. The proposed Fee Program and Joint Powers Agreements <br />provide an equitable way to implement these corridors. <br />Although these corridors will not be constructed in the City of Santa Ana, it <br />will benefit the large employment centers such as the Santa Fe Land Development. <br />The new corridors will relieve congestion on existing transportation facilities <br />as well as providing new travel routes. <br />RECOMMENDED ACTION: <br />It is reccumended that the City Council: <br />(1) Conduct a public hearing for the Enabling ordinance for the Road Fee <br />Program. <br />(2) Approve a Negative Declaration to establish development fees for funding <br />construction of the Eastern, Foothill and San Joaquin Hills Transportation <br />Corridors. <br />(3) Adopt an ordinance adding a section to the Municipal Code adopting a Major <br />Thoroughfare and Bridge Fee Program. <br />(4) Approve a resolution establishing the areas of benefit and Major <br />Thoroughfare and Bridge Fee Programs for the Eastern, Foothills amid San <br />Joaquin Hills Transportation Corridors. <br />(5) Approve a Joint Powers Agreement for the Eastern, Foothill and San Joaquin <br />Hills Transportation Corridors. <br />
