appoint such additional officers as may be appropriate. Such <br />officers may also be, but are not required to be, officers and <br />employees of a Party. <br />The officers or persons who have charge of, handle, or <br />have access to any property of the Agency shall be so <br />designated and empowered by the Board. Each such officer or <br />person shall be required to file an official bond with the <br />Board in an amount which shall be established by the Board. <br />Should the existing bond or bonds of any such officer or <br />persons be extended to cover the obligations provided herein, <br />said bond shall be the official bond required herein. The <br />premiums on any such bonds attributable to the coverage <br />required herein shall be appropriate expenses of the Agency. <br />All of the privileges and immunities from liability, <br />exemption from laws, ordinances and rules, all pension, relief, <br />disability, worker's compensation, and other benefits which <br />apply to the activities of officers, agents, or employees of <br />any of the Parties when performing their respective functions <br />shall apply to them to the same degree and extent while engaged <br />in the performance of any of the functions and other duties <br />under this Agreement. None of the officers, agents, or <br />employees appointed by the Board shall be deemed, by reason of <br />their employment by the Board, to be employed by any of the <br />Parties or, by reason of their employment by the Board, to be <br />subject to any of the requirements of such Parties. <br />IV. <br />FEES <br />4.1 <br />On or before the effective date of this Agreement (or, <br />in the case of a new Party, on or before the date on which that <br />Party becomes signatary to this Agreement), each Party shall <br />require by ordinance the payment of a fee as a condition of <br />issuance of a building permit within the Area of Benefit, for <br />the purposes of defraying the actual or estimated cost of <br />-10- <br />
