Mr. Rudolfo Rosas <br />August 25, 2014 <br />Page 4 <br />a. Design Phase Activities <br />1. PLC Panel Design: Enterprise Automation will develop the basis of a new City standard <br />for a PLC panel design for incorporation into the San Lorenzo Lift Station contract <br />documents for subsequent fabrication by the contractor. The design will be comprised of <br />the general back panel arrangement and enclosure standards. The design will be <br />developed via a four step process: development of design options; conduct a panel design <br />workshop; finalize the panel standard incorporating the City preferences; and provide the <br />design for inclusion within the plans and specifications. The goal is to provide the <br />contractor with sufficient design information to fabricate the panel to the standards <br />required by the City. <br />As an additional quality control measure, Enterprise Automation will develop a panel FAT <br />framework for incorporating into the plans and specifications, with the goal being to <br />provide the contractor with sufficient information on the requirements of the panel FAT <br />that will be witnessed by Enterprise Automation. <br />2. Control Strategies: Enterprise Automation will guide a six (6) hour workshop at the <br />City's facility to review the lists of equipment and 1/0 and determine how the City wishes <br />to operate the facility from a controls perspective. Following the workshop, Enterprise <br />Automation will develop control descriptions for the operation of the lift station. The <br />control descriptions will describe the following: major controlled equipment; PLC <br />connected instrumentation; automation strategies; SCADA alarms; interface with Dynac <br />SCADA System; and Magelis display layout. Enterprise will develop test documentation <br />for inclusion with the specifications that will be used by the contractor for the following: <br />for internal testing prior to site deployment; during commissioning; and by Enterprise <br />Automation and contractor and the City during site acceptance testing. The test <br />documentation will cover PLC/SCADA related controls only. <br />b. Construction Phase Activities <br />1. Panel Design: Enterprise Automation will review field instrument cut sheets submitted by <br />the contractor to determine the VO requirements for the PLC panel, and will develop <br />AutoCAD drawings which include: enclosure design; back panel layout; fabrication <br />dimensions; power distribution; 1/0 termination detail; network layout and termination; <br />wire numbering; symbol legend; construction notes and fabrication standards; panel and <br />terminal labels; bill of materials, with component cross referencing bubbles; and design <br />calculations for heat dissipation and wire duct fill. The completed panel design will be <br />provided to the contractor for fabrication. <br />Enterprise Automation will witness the panel FAT with the contractor. To enhance the <br />probability that the PLC program is prepared properly for commissioning, Enterprise <br />Automation will review the contractor's internal test results prior to the commencement of <br />commissioning. Enterprise Automation will provide SAT documentation and assist the <br />City with the formal SAT. Enterprise Automation will provide the City with the following <br />as -built documentation following the completion of the commissioning: scanned SAT <br />documentation; control descriptions; and panel drawings. <br />
