6. Subcontracting client services /activities is not permissible under this contract. All other <br />subcontracting activities occurring post submission of proposal must be approved by the Santa <br />Ana Youth Council. <br />7. All providers must have email, Internet and computer capabilities since the Service Navigator <br />may use these technologies to facilitate communication and track clients. <br />8. Administrative costs cannot be more than 10% of the budget. <br />DISCLAIMERS <br />All funded programs shall be operated in accordance with the Workforce Innovation & Opportunity Act <br />and all subsequent laws in relation to WIOA. All programs shall also comply with State of California and <br />City of Santa Ana WIB rules, regulations, guidelines and procedures. The Santa Ana WIB /Youth Council <br />reserves the right to modify the scope of the program and requirements to any extent necessary to <br />ensure compliance with State and /or Federal guidelines and goals. <br />FAILED COMPETITION <br />If, after following all the procurement procedures, only one proposal is submitted — this is considered a <br />failed competition. If two or more RFPs were issued and only one proposal was returned and the WIB <br />determines thatrthe proposal is acceptable for funding, this is called a noncompetitive proposal (safe <br />source).
