ELIGIBLE YOUTH: the "eligible youth" means an individual who: <br />A. is not less than age 16 and not more than age 21; AND <br />B. is authorized to work in the United States; AND <br />C. is in compliance with the Selective Service Act; AND <br />D. is a Santa Ana Resident (local requirement); AND <br />E. is a low income individual (up to 5% of youth participants served by youth programs may be <br />individuals who do not meet the income criterion for eligible youth); AND <br />F. is an individual who is one or more of the following: <br />i. Foster Child Emancipated <br />X. <br />Mandated Court /Agency Referral <br />ii. Foster Youth <br />xi. <br />Long Term Welfare Recipient <br />iii. Disability <br />xii. <br />Suspended or Expelled <br />iv. Basic Skills Deficient <br />xiii. <br />GPA less than 1.5 <br />v. Homeless <br />xiv. <br />Limited English <br />vi. Pregnant or Parent <br />xv. <br />Poor Work History <br />,ii. Runaway <br />xvi. <br />Gang Affiliated <br />iii. Offender <br />xvii. <br />An individual who requires additional <br />ix. School Dropout <br />assistance to complete an education, <br />or secure and hold employment. <br />EMPLOYABILITY: A demonstrated level of knowledge, skills, abilities, work behaviors and attitudes <br />necessary to become successful in the labor market. <br />ENROLLMENT: An eligible participant who has been referred for WIOA services and for whom <br />enrollment documents have been completed. <br />ENTERED EMPLOYMENT RATE: A participant who exits from the program and enters (through the <br />efforts of the WIOA, Service Provider, or through their own efforts) into regular employment for pay. <br />State Unemployment Wage records will be the primary data source for tracking this outcome <br />therefore; employment is currently defined as an individual showing any amount of earnings in the <br />quarter following exit. <br />EXITER: (point of exit for counting performance outcomes) A participant who has a termination date <br />within the quarter and has not received any WIOA service for 90 days, except follow -up, and there are <br />no future services scheduled that participant has exited WIOA for the purposes of performance <br />measurement. <br />FOLLOW -UP SERVICES: All youth participants must receive some form of follow -up services for a <br />minimum duration of 12 months after exiting the program (termination). The types of services <br />provided must be based on the needs of the individual. Follow -up services may include: leadership <br />development; supportive services; regular contact with the youth's employer, including addressing <br />work - related problems that arise; assistance with job development, career development and further <br />education; work - related peer support groups; adult mentoring; and tracking the progress of youth in <br />employment after training. <br />GREEN COLLAR JOBS: Career track jobs that contribute directly to preserving or enhancing <br />environmental quality. <br />HOMELESS /RUNAWAY (YOUTH): A youth who lacks a fixed, regular, adequate nighttime residence. <br />Includes those who have a primary nighttime residence that is a public or private shelter, an <br />40 <br />19D-44 <br />
