REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 20, 2015 <br />TITLE: <br />COOPERATIVE AGREEMENT FOR <br />IMPLEMENTATION OF HARBOR BOULEVARD <br />TRAFFIC SIGNAL SYNCHRONIZATION <br />PROJECT (PROJECT NO. 166828) <br />(STRATEGIC PLAN NO. 6, 1, B) <br />chry MA WAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 n Reading <br />❑ Ordinance on 20' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a cooperative agreement with <br />the Cities of Garden Grove, Fountain Valley, and Costa Mesa, subject to nonsubstantive <br />changes approved by the City Manager and City Attorney, to implement the Harbor Boulevard <br />Corridor Traffic Signal Synchronization Project. <br />Approve an appropriation adjustment recognizing an additional $61,880 in matching funds <br />from the Cities of Garden Grove, Fountain Valley, and Costa Mesa, into the Measure M Street <br />Construction revenue account, and appropriating the same amount to the Measure M Street <br />Construction expenditure account for the Harbor Boulevard Corridor Traffic Signal <br />Synchronization Project. <br />DISCUSSION <br />Approval of these recommended actions will allow the City to receive necessary funds to <br />implement an inter - jurisdictional traffic signal synchronization project along the Harbor Boulevard <br />corridor which runs from Chapman Avenue in Garden Grove to Newport Avenue in Costa Mesa. <br />The synchronization work will help to alleviate regional traffic congestion and localized gridlock <br />during peak traffic hours when vehicle speeds are lowest, while also regulating vehicle platoon <br />speeds so as not to exceed speed limits. <br />On October 21, 2013, Council authorized staff to submit joint applications with the participating <br />agencies for funding consideration under the Orange County Transportation Authority (OCTA) <br />renewed Measure M2 Regional Traffic Signal Synchronization Program. The Harbor Blvd project <br />was submitted to provide inter - jurisdictional traffic signal synchronization and improvements along <br />the corridor through the cities of Santa Ana, Garden Grove, Fountain Valley, and Costa Mesa. <br />In April 2014, the OCTA Board approved the local agencies' funding request of $1,852,080 from <br />Measure M2 funds. This grant award was included in the FY 14/15 Capital Improvement Program <br />(CIP) approved by City Council in June 2014. Based on preliminary estimates, the FY 14/15 CIP <br />20B -1 <br />
