Cooperative Agreement for Harbor Blvd <br />Traffic Signal Synchronization Project <br />January 20, 2015 <br />Page 2 <br />also budgeted the required 20 percent matching fund allocations of $150,000 for City of Santa Ana <br />and $260,680 for the participating cities of Garden Grove, Fountain Valley, and Costa Mesa. Final <br />project cost estimates identify the participating cities' share to be $322,560, which will require an <br />appropriation adjustment to recognize the additional $61,880. <br />The cooperative agreement identifies the City of Santa Ana as the lead agency for implementing <br />the project and stipulates that participating agencies are committed to providing the matching funds <br />for the project. The project will provide and maintain the inter - jurisdictional traffic signal <br />synchronization of Harbor Boulevard corridor for a three -year period. At the end of the three -year <br />project, responsibility for ongoing signal timing maintenance will revert to the respective local <br />agencies. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe and aesthetically pleasing for all users). <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the proposed project is exempt from <br />future review. Categorical Exemption Environmental Review No. 2014 -82 has been filed for the <br />project. <br />FISCAL IMPACT <br />An additional $61,880 in matching funds from the Cities of Garden Grove, Fountain Valley, and <br />Costa Mesa will be deposited into the Measure M Street Construction revenue account (03217002- <br />52332) and appropriated into the Harbor Boulevard Corridor Traffic Signal Synchronization <br />Project, Measure M Street Construction expenditure account (03217663- 66220, Project 15- 6828). <br />Public Works Agency <br />FMNN <br />Exhibit: 1.
