These agencies include, but are <br />not limited to, the following: <br />• California Public Utilities Commission. Approval of crossings and horn - sounding <br />exemption for the crossings at 5th and Fairview Streets. <br />• City of Garden Grove. Various permits, including construction permits. <br />• Southern California Regional Rail Authority. Issuance of a Right -of -Entry Permit. <br />• Santa Ana Regional Water Quality Control Board. Issuance of a Clean Water Act 401 <br />Water Quality Certification, Stormwater Municipal Separate Storm Sewer System Permit, <br />National Pollutant Discharge Elimination System Statewide Permit. <br />• U.S. Army Corps of Engineers. Issuance of a Clean Water Act Section 404 Permit <br />D. Statement of Project Objectives <br />The purpose of the proposed project is to provide a new east -west transit line in Orange County <br />between the SARTC in the City of Santa Ana and the Harbor Boulevard/Westminster Avenue <br />intersection in the City of Garden Grove. The primary objectives of the proposed project are as <br />follows: <br />• To improve transit connectivity within the Study Area; <br />• To relieve congestion by providing alternative mobility options; <br />• To be sensitive to the character of the community; <br />• To increase transit options; <br />• To improve transit accessibility to and within the Study Area; and <br />• To provide benefits to the environment through improved air quality. <br />Kl AIL ky /I0o]7 I IT, l4krr_1111 IATIT /_1�1 oil 1I1:7III AlIs317_tiiC�T` <br />Meaningful public engagement was an important component of the SA -GG Fixed Guideway <br />Project from the onset. Beginning in 2008 and continuing throughout project development to <br />March 2014, in preparation for the public review of the EA/DEIR, the City of Santa Ana <br />conducted outreach to the Downtown businesses. The City's multi - lingual outreach team <br />conducted door -to -door visits to approximately 230 businesses in the Downtown area, including <br />approximately 156 businesses along 0 Street.
