Santa Ana — Garden Grove Fixed Guideway Project <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />c. The EA/DEIR adequately analyzed project alternatives, and there are no feasible project <br />alternatives or mitigation measures considerably different from others previously analyzed <br />that would clearly lessen the significant environmental impacts of the project. <br />d. Any new information in the REA/FEIR has been provided merely to clarify or amplify <br />information in the EA/DEIR. The new information does not reveal that the proposed project <br />would cause significant new impacts not previously identified in the EA/DEIR. <br />In addition, PRC Section 21081 and CEQA Guidelines Section 15091 require the City Council, <br />prior to approving the SA -GG Fixed Guideway Project, to identify significant impacts of the <br />proposed project and make one or more of three allowable findings for each of the significant <br />impacts: <br />a. The first allowable finding is that "changes or alterations have been required in, or <br />incorporated into, the project which avoid or substantially lessen the significant <br />environmental effect as identified in the Final EIR" (CEQA Guidelines Section 15091, subd. <br />[a][1]). <br />b. The second allowable finding is that "such changes or alterations are within the <br />responsibility and jurisdiction of another public agency and not the agency making the <br />finding. Such changes have been adopted by such other agency or can and should be <br />adopted by such other agency' (CEQA Guidelines Section 15091, subd. [a][2]). <br />c. The third allowable finding is that "specific economic, legal, social, technological, or other <br />considerations, including provision of employment opportunities for highly trained workers, <br />make infeasible the mitigation measures or alternatives identified in the final environmental <br />impact report" (CEQA Guidelines Section 15091, subd. [a][3]). <br />The findings reported in Sections 4 through 8 are founded on, and hereby explicitly incorporate <br />by reference, the analysis, facts, and discussions contained in the REA/FEIR regarding each <br />particular environmental impact. Although Section 15091 of the CEQA Guidelines does not <br />require findings to address environmental impacts initially identified as "less than significant," <br />these findings will, nevertheless, fully account for all such effects identified in the REA/FEIR. <br />A. DOGUment Format <br />These findings have been organized into the following sections: <br />1. Section 1 provides an introduction to these findings. <br />2. Section 2 provides a summary of the project, overview of the discretionary actions required <br />for approval of the proposed project, and a statement of the project's objectives. <br />3. Section 3 provides a summary of public participation in the environmental review for the <br />proposed project. <br />4. Section 4 sets forth findings regarding the environmental impacts that were determined to <br />be less than significant without mitigation. <br />5. Section 5 sets forth findings regarding significant or potentially significant environmental <br />impacts. These impacts include those that the City Council has determined can be feasibly <br />2 January 2015 <br />
