Santa Ana — Garden Grove Fixed Guideway Project <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />mitigated to a less- than - significant level through the imposition of existing regulations, <br />standard conditions and /or mitigation measures. In order to ensure compliance and <br />implementation, all mitigation measures will be included in the MMRP for the proposed <br />project and adopted as conditions of the proposed project by the City Council. <br />6. Section 6 sets forth findings regarding those significant or potentially significant <br />environmental impacts that will or may result from the proposed project and which the City <br />has determined cannot feasibly be mitigated to a less- than - significant level. <br />7. Section 7 sets forth findings regarding the cumulative, growth- inducing, and irreversible <br />effects of the proposed project. <br />8. Section 8 sets forth findings regarding alternatives to the proposed project. <br />9. Section 9 sets forth a statement of overriding considerations, which identifies the benefits <br />that would outweigh the significant, unavoidable environmental impacts associated with <br />implementation of the proposed project. <br />B. Custodian and Location of Records <br />The documents and other materials that constitute the administrative record for the City's actions <br />related to the proposed project are available at the City of Santa Ana, Planning and Building <br />Agency, 20 Civic Center Plaza Ross Annex (M -20), Santa Ana, California 92701. The City of <br />Santa Ana is the custodian of the Administrative Record for the proposed project. <br />2. PROJECT SUMMARY <br />A. Project Location <br />The SA -GG Fixed Guideway Study Area is located in central Orange County, California and <br />directly accesses both the Los Angeles -San Diego -San Luis Obispo rail corridor and the Pacific <br />Electric right -of -way (PE ROW) rail corridor. Running predominantly in an east -west direction, <br />the corridor extends 4.2 miles through the City of Santa Ana and into the eastern portion of the <br />City of Garden Grove. The Study Area is generally bounded by Harbor Boulevard to the west, <br />17th Street to the north, Grand Avenue to the east, and 15t Street to the south. The eastern <br />terminus of the alignment is the Santa Ana Regional Transportation Center (SARTC) and the <br />western terminus is the Harbor Boulevard/ Westminster Avenue intersection. <br />B. Project Description <br />Following receipt of public comments on the EA/DEIR and after the close of the public comment <br />period, the City Council selected Streetcar Alternative 1 with Operations & Maintenance (O & M) <br />Facility Site B (west of Raitt Street) and 0 Street Parking Scenario A (parallel parking) as the <br />Locally Preferred Alternative for the SA -GG Fixed Guideway Project on August 5, 2014. <br />Streetcar Alternative 1 (proposed project) would utilize the PE ROW, an abandoned and vacant <br />rail right -of -way owned by the Orange County Transportation Authority (OCTA), through the <br />western half of its alignment and generally operate along Santa Ana Boulevard, and 4th Street <br />on the way to SARTC. The 4.2 -mile alignment would include 12 stations and it is anticipated <br />that the streetcar system would operate seven days a week with 10- minute headways during <br />3 January 2015 <br />
