TENANT SELECTION CRITERIA <br />VISTA DEL RIO <br />1600 W. Memory Lane, Santa Ana, CA <br />Project Description <br />Vista del Rio is a 41 unit multi - family housing complex located in the City of Santa Ana, <br />California. The target population is very low income, physically or developmentally disabled <br />adults earning less than or equal to 30 -50% AMI. In eight (8) units, the rents will be <br />subsidized by the Housing Authority of the City of Santa Ana through the Section 8 program. <br />Tenants in subsidized units will pay 30% of their gross household income as rent. The <br />households in the remaining units will pay 30 -50% AMI rents. The property will feature a <br />furnished community room, office spaces for property management and social services staff, <br />laundry facilities, additional storage space for each unit and outdoor common area. Units will <br />be furnished with internet and cable access. <br />The owner is a limited partnership with A Community of Friends (ACOF) as Managing <br />General Partner, Foundation for Affordable Housing (FFAH) as Administrative General <br />Partner, Goodwill Industries of Orange County (Goodwill) as Special Limited Partner, <br />AMCAL Multi- family as Special Limited Partner, and Enterprise Community Investment Inc. <br />as Limited Partner. ACOF is also the developer of the project and as the Managing General <br />Partner will oversee the third party property management company. Goodwill will provide <br />services to tenants in the building. <br />Policy on Non - Discrimination <br />With respect to the treatment of applicants, the Management Agent will not discriminate <br />against any individual or family because of race, color, national origin or ancestry, religion, <br />sex (including gender identity), sexual orientation, age, handicap /disability, medical <br />condition, source of income, marital status or familial status, or any other arbitrary basis. No <br />criteria will be applied or information considered pertaining to an attribute of behavior that <br />may be imputed by some to a particular group or category. All criteria shall be applied <br />equitably and all information considered on an applicant shall be related solely to the <br />attributes and behavior of individual members of the household as they may affect <br />residency. <br />Program Eligibility Requirements for Permanent Housing Units <br />1. Occupancy is restricted to low income individuals with disabilities. Each unit must <br />include a disabled adult diagnosed with a qualifying disability by a licensed <br />practitioner in accordance with the U.S. Department of Housing and Urban <br />Development (HUD) standards. <br />2. Full time student applicant households do not qualify, unless an applicant is receiving <br />assistance under Title IV of the Social Security Act (AFDC, TANF, Cal Works — NOT <br />SSA/SSI), enrolled in a job training program receiving assistance though the Job <br />Training Participation Act (JTPA) or other similar program, is a single parent with a <br />dependent child or children and neither the applicant nor his /her child(ren) are <br />Exhibit H - 17 - <br />
