Procedures for Determining Tenant Eligibility, Certifying and Annually <br />Recertifying Household Income <br />The Agent shall apply all City, State and Federal requirements in determining <br />tenant eligibility at initial rent -up and during subsequent recertification of tenant <br />income. <br />When filling a vacancy, initial eligibility of prospective tenants shall be <br />determined by the following procedures: <br />a. Basic eligibility will be determined through the use of ACOF's Housing <br />Intake Form. <br />b. Personal interviews will be conducted and third party verifications obtained. <br />C. If a prospective tenant has been determined to be ineligible they will be <br />notified so that they may have an opportunity to provide further information, <br />ask for a reasonable accommodation or engage the appeal process. <br />d. Written notices will be sent advising applicants of their final eligibility <br />status. <br />Agent and Owner both have experience administering rental subsidy contracts <br />with the local housing authorities. In addition to specific requirements, general <br />recertification procedures will be as follows: <br />a A "Tickler File" will be kept on the move -in dates of all tenants. All tenants <br />will be recertified when their income changes (increases or decreases) or on <br />an annual basis within twelve months of their initial move -in date. <br />b. Ninety (90) days prior to their recertification date, tenant will receive a letter <br />advising him/her of the impending recertification date and asking for written <br />authorization to send third party verification forms and application for <br />recertification to appropriate third parties. <br />c. Sixty (60) days prior to the recertification date, the Property Manager will <br />review the income information and determine the continued eligibility and <br />income status of each tenant due to be recertified, and schedule appointments <br />with those tenants. <br />d. Thirty (30) days prior to the recertification date the Property Manager will <br />interview the tenants due to be recertified in the following month. At this <br />interview the tenants will be advised of any changes in their eligibility and <br />income status and /or rental obligation. <br />e. Tenants must report any changes of income within 30 days. Changes of <br />income not reported in a timely manner may result in a significant amount of <br />rent balance at recertification date. <br />Exhibit H - 27 - <br />
