Conditional Use Permit No. 2014 -54 <br />Variance No. 2014 -09 <br />January 12, 2015 <br />Page 2 <br />Protect Description <br />The proposed project consists of the construction of a new one -story, 2,400 square foot retail <br />convenience store with 24 -hour operations. The project involves the demolition of the previous <br />nonconforming service station and associated fuel service equipment. A total of 12 parking spaces <br />will be provided as part of the proposed project. The project will be constructed in a single phase <br />with future tenant to be named. Hours of operation will be 24 hours a day, 7 days a week. No <br />alcohol sales are proposed at this time. <br />Due to the extended hours proposed, the applicant is requesting approval of a conditional use <br />permit to operate between 12:00 midnight and 5:00 a.m. In addition, the existing site is considered <br />nonconforming as the site does not meet the minimum lot size. Based on current code <br />requirements for a project in the 01 (Community Commercial) zoning district, the applicant is <br />requesting a variance from the minimum lot size requirement. <br />The building will feature contemporary architecture and high quality finishes such as smooth <br />stucco, natural flagstone veneer and decorative concrete cornice accents. The proposed parking <br />lot will feature stamped colored concrete at project entries, a new trash enclosure, site lighting, <br />loading area and new landscaped areas in compliance with city standards (Exhibits 4 through 7). <br />Protect Backaround <br />The existing service station building and fuel canopy have occupied the site since 1959. The <br />property was initially developed by Douglas Oil Company and was transferred to its current owner, <br />Thrifty Oil Company, in 1967. Various tenants have operated the service station until May 2012 <br />when the property and associated structures became vacant and city business license activity <br />ceased for the project site. <br />Thrifty Oil Company continues to control the site and intends to abandon the fuel dispensing <br />operation at this location. The site will transition into a neighborhood convenience store where the <br />sale of groceries and other sundry items will become the primary use of the property. <br />General Plan and Zoning Consistency <br />The General Plan land use designation for the site is General Commercial (GC). General <br />Commercial land use district provide highly visible and accessible commercial development along <br />the City's arterial transportation corridors and provide important neighborhood facilities and <br />services, such as this retail market. The project site is consistent with this General Plan land use <br />designation. <br />31A-4 <br />
