Tara expertly navigates projects with a comprehensive knowledge of <br />community development, affordable housing, and economic development. <br />The complexity of her projects includes property acquisition and relocation <br />services, development impact fee analyses, and the creation and monitoring <br />of affordable housing projects. Tara is skilled at client collaboration, strategic <br />planning, research and analysis, financial projections, report writing, and <br />outreach. Tara also oversees staff management and inside operations. <br />FOCUS AREAS: Municipal Finance, Affordable Housing, Organizational <br />Analysis <br />RECENT ENGAGEMENTS: <br />• Assisted the City of El Cajon with financial impacts of a specific plan <br />that would intensify uses in a downtown region. Provided an analysis <br />of the probability of attracting businesses for the proposed uses. <br />• Assisted the City of El Cajon Housing Authority identify real estate <br />opportunities for affordable housing development by conducting field <br />analysis, preparing preliminary programming analyses, and <br />identifying available funding sources. <br />• Facilitated the selection of a hotel developer to construct a 250 room <br />hotel with over 10,000 square feet of conference space for the City of <br />Camarillo. Assignment included developer negotiations, market trend <br />analysis, pro forma analysis, and RFP preparations. <br />• Assisted in the preparation of pro forma analysis for the City of <br />Camarillo that detailed the affect of Senate Bill 341 expenditure <br />requirements on potential disposition of a former redevelopment <br />agency property. <br />• Conducted an audit of the City of Carson's Mobile Home Park Rent <br />Control Ordinance to determine the overall effectiveness of the <br />program, potential modifications to establish best practices and cost <br />efficiencies of program administration. <br />• Prepared request for proposals and answered buyer inquiries for <br />multiple properties in the City of Firebaugh. <br />Tara joined RSG in 2004. She received a BS in Earth Sciences at the <br />University of California, Santa Cruz, and a Certificate in Urban Planning and <br />Development from the University of California, San Diego. <br />WHAT I LOVE ABOUT THE WORK: I enjoy problem solving, and working <br />with people who make things happen to improve their community. Seeing a <br />project that I worked on come to fruition is very exciting.
