Agreements for Housing Financial <br />Analysis and Advisory Services <br />February 17, 2015 <br />Page 2 <br />Responses were evaluated based on qualifications and company experience; demonstrated and <br />relevant affordable housing experience; fee proposal; and quality and depth of proposal. <br />All firms submitting proposals demonstrated the ability to deliver the necessary services to the <br />City. Staff is recommending that both Keyser Marston Associates (Exhibit 1) and CSG Advisors, <br />Inc. be awarded an on -call contract (Exhibit 2) for a two -year term with a one -year renewal <br />options. These contracts will cover the following services: general multi - family affordable housing <br />financial analysis and advisory services, multi - family and /or single - family bond issuance financial <br />advisory services, inclusionary housing program financial analysis and advisory services, <br />financial feasibility analysis, and subsidy layering analysis. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 (Community Health, Livability, Engagement <br />& Sustainability), Objective 3 (Facilitate diverse housing opportunities and support efforts to <br />preserve and improve the livability of Santa Ana neighborhoods). <br />FISCAL IMPACT <br />As potential projects are identified, funds will be made available in the HOME program (account <br />no. 13018780- 62300), Neighborhood Stabilization Program 1, 2, 3 (account no. 14218760- <br />62300, 14218761- 62300, 14218762 - 62300), and the inclusionary Housing Fund (account no. <br />41718820 - 62300.) <br />19WA <br />Kelly ReerQers V k-111 <br />Executive Director <br />Community Development Agency <br />KR/SS /NV /sb <br />Exhibit: 1.
