Increases or decreases of the cost of water may only
be implemented if costs exceed or fall short of the projected baseline level in the City's rate study and will be calculated
on an annual basis. The pass- through cost applies only to the commodity component of the water used and will be
assessed on all hcf's used by a customer. A notice of at least 30 days will be provided to customers before any such
adjustments will take effect. The formula for which the automatic pass- through charge is calculated is as follows:
Pass - Through Formula
Pass - through charge = [(Revised Supply Cost x Revised Water Supplied) - (Study Supply Cost x Study Water Supplied)]
Revised Water Supplied
Definitions of Variables used in the Pass - Through charge formula
Revised Supply Cost = cost of water based on provided water purveyor rates, basin pumping percentage for the current
year and electricity costs
Revised Water Supplied = water consumption for current year
Study Supply Cost = estimated cost of water based on provided water purveyor rates, basin pumping percentage at the
time of the rate study and electricity costs
Study Water Supplied = estimated water demand at the time of the rate
PROPOSED SEWER SERVICE CHARGES
There are three parts to the sewer service charges: A variable Commodity Charge and fixed Capital Recovery and Lateral
Repair Program Charges. The Commodity Charge is determined by the amount of water served to the property and is
measured in hundred cubic feet. The Capital Recovery and Lateral Repair Program Charges are new dedicated fixed
amounts for specific uses. The Lateral Repair Program Charge is intended to provide dedicated funds to address lateral
repairs for customers. The Capital Recovery Charge is intended to provide dedicated funds to address Repair and
Replacement needs.
The City also will implement a fixed Fat Oil and Grease (FOG) Program Charge for Food Service Establishments. The
charge is intended to offset operational costs associated with FOG contributed to the collection system.
Page 2
75A -12
