RESOLUTION NO. 2015- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND AND REESTABLISH THE CITY'S <br />BASIC CLASSIFICATION AND COMPENSATION PLAN TO <br />ADD ONE NEW FULL -TIME CLASSIFICATION TITLE, <br />RESCIND RESOLUTION NO. 2015 -005, AND TO AMEND THE <br />CURRENT ANNUAL BUDGET TO ADD TEN FULL -TIME <br />POSITIONS TO ENSURE COMPLIANCE WITH THE MEDICAL <br />MARIJUANA DISPENSARIES ENFORCEMENT PLAN. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1: The City Council hereby finds, determines and declares as follows: <br />A. Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations <br />and the approval of the City Council. <br />B. On February 3, 2015, the City Council passed and adopted Resolution <br />No. 2015 -005, amending and reestablishing the Basic Classification and <br />Compensation Plan for all Full -Time and Part -Time Classifications of <br />Employment, excepting Executive Management, of the City of Santa Ana. <br />C. The City Council has amended and reestablished the Basic Classification <br />and Compensation Plan on numerous occasions since its adoption. <br />D. The City of Santa Ana's Position Classification and Pay Plan for all Full - <br />Time and Part -Time Classifications of Employment, is attached hereto as <br />Exhibits "A" through "H ", and is made a part hereof, excepting Executive <br />Management classifications which are maintained through separate <br />Resolution. <br />E. On July 1, 2014, the City Council passed and adopted Ordinance No. <br />NS -2867, establishing the City's Budget and authorizing position <br />allocations for Fiscal Year 2014 -2015, and requiring that alterations in the <br />allocation of authorized positions be reviewed and approved by the City <br />Council. <br />F. On November 18, 2014, the City Council adopted the Medical Marijuana <br />Dispensaries Enforcement Plan in response to voter - approved Measure <br />BB, City Establishment of Medical Marijuana Collectives and <br />Cooperatives. This Plan established the timeline and additional staffing <br />required to focus on gaining rapid closure of any illegally operating <br />collectives /dispensaries, and to ensure compliance of legally operating, <br />55A -3 <br />
