Direct Costs <br />Management and Administration (M &A) <br />Management and Administration (M &A) activities are those directly related to <br />managing and administering the award such as financial management and <br />monitoring. It should be noted that salaries of State and local emergency <br />managers are not typically categorized as M &A, unless the State or local EMA <br />chooses to assign personnel to specific M &A activities. <br />M &A costs are allowable for both State and local -level EMAs. The State EMA <br />may use up to five percent (5 %) of the award for M &A purposes. In addition, <br />local EMAs may retain and use up to five percent (5 %) of the amount received <br />from the State for local M &A purposes. <br />If the SAA is not the state level Emergency Management Agency (EMA), the <br />SAA is not eligible to retain funds for M &A. <br />Planning <br />Planning related costs are allowed under this program. <br />Organization <br />Grantee organization costs for managing the grant and to carry -out the grant's <br />activities are allowed under this program. <br />Equipment <br />Equipment costs are allowed under this program. <br />Training <br />Training related costs are allowed under this program. <br />Exercises <br />Exercise related costs are allowed wider this program, <br />Travel <br />Domestic <br />Domestic travel costs are allowed under this program. <br />International <br />International travel is not an allowable cost under this program <br />unless approved in advance by FEMA. <br />Construction and Renovation <br />Construction and renovation costs are allowed under this program. <br />Operational Overtime <br />Operational Overtime costs are not allowed tinder this program. <br />Maintenance and Sustainment <br />1.0 <br />FY 2014 EMPG Program <br />55A -19 <br />
