December 22, 2014 <br />Verny Carvajal, Senior Planner <br />City of Santa Ana, Planning Division, M -20 <br />20 Civic Center Plaza <br />Santa Ana, California 92702 <br />SUBJECT: Proposal to Prepare CEQA Environmental Addendum for The Met <br />Dear Verny <br />Thank you for inviting ICF to submit a proposal for preparing an Addendum to the Mitigated <br />Negative Declaration (MIND) that was adopted in 2012 for The Met at South Coast Project. The <br />first step in determining the level of subsequent environmental documentation required would <br />involve the preparation of an environmental analysis that compares the anticipated environmental <br />effects of the proposed project (as modified) with those disclosed in the previously approved <br />MND. This will help to determine whether any of the conditions set forth in Section 15162 of the <br />State CEQA Guidelines requiring preparation of a subsequent MIND are met. If there are <br />substantial changes in the project or circumstances requiring major MIND revisions, or if there is <br />new information resulting in new significant impacts, more severe significant impacts, or new <br />mitigation measures required to reduce significant impacts, then a supplemental MND will be <br />required. Otherwise, an addendum would be the appropriate environmental document under <br />CEQA. Based on our understanding of the project changes, we anticipate that an addendum <br />would be prepared. <br />Scope of Work <br />Task 1: Prepare Introduction and Project Description <br />ICF will prepare an introduction chapter to explain the purpose of the environmental document, <br />the legal basis for the environmental document, and the document's relationship to the previous <br />environmental documentation. ICF will work with the City to prepare the project description <br />chapter, based on information provided by the City and the applicant. The project description will <br />highlight the changes that have occurred since the adopted MND. <br />Task 2: Prepare Environmental Setting and Impact Analysis <br />ICF will identify and discuss any changes to the environmental setting since the 2012 MIND as it <br />relates to the environmental analysis. ICF will prepare the environmental assessment to evaluate <br />whether the project would result in impacts not previously addressed in the 2012 MIND.
