C. Noise <br />With the installation of solid walls along the boundaries of selected properties <br />containing sensitive receptors, numerous outdoor residential and school activity <br />areas will be provided with noise attenuation that will meet federal noise level <br />standards. Approximately 9,000 feet of 6 -foot high walls, at an estimated cost of <br />$675,000, would be required. Many homes that currently are subject to noise <br />levels in excess of State and federal standards would be removed, eliminating this <br />existing health hazard. <br />D. Aesthetics <br />By providing a uniform appearance to the public improvements in the project <br />corridor, visual continuity will result, a quality that is lacldng in the existing <br />streetscape. Proposed improvements include a substantial amount of additional <br />landscaping within the public right -of -way, which will help soften the harsh and <br />utilitarian appearance of this urban arterial and provide an amenity for the street. <br />The project would also provide an opportunity to place existing overhead utilities <br />uadergrouad, thereby reducing the visual clutter of the streetscape. In addition, <br />the smaller remnant parcels could be utilized as a landscaped extension of the <br />public right -of -way, lending a more naturalistic effect to the streetscape. <br />E. Transportation <br />Completion of the proposed roadway improvements would implement both the <br />Orange County Master Plan of Arterial Highways and the Circulation Element <br />of the City of Santa Ana, as they pertain to Bristol Street. Provision of six travel <br />lanes, along with the proposed intersection modifications, would significantly <br />improve the vehicular traffic- carrying capacity and movement efficiency for this <br />heavily travelled arterial. The added capacity which this fully improved six-lane <br />divided roadway would provide would greatly aid traffic circulation by reducing <br />congestion and delay and accommodating projected future traffic increases. <br />Based on experience, a substantial reduction in accident frequency can be <br />expected, due to the proposed extensive use of raised center medians. By <br />reducing the number of locations from which movements can be made across the <br />major through street, raised medians would also improve the flow and traffic - <br />carrying capacity of the roadway. <br />By prohibiting on- street parking throughout this segment of Bristol Street, as <br />proposed, the street would operate more efficiently and with greater safety. This <br />is due to the elimination of potential vehicular conflicts and through the retention <br />of sight distance at intersections and driveways. <br />-v- <br />75B -16 <br />
