the same time schedule as the subject project. Potential displacements <br />include 10 households which would require relocation in the Santa Ana <br />area <br />The schedule to complete right -of -way acquisition and site clearing for the ' <br />subject project has not been finalized. The potential exists, therefore, for an <br />overlap between the subject project and the other projects listed above, which _ <br />would result in increased competition for relocation resources within the Santa <br />Ana area. Since the project will be phased, the need for relocation resources <br />will be lessened. Current residents of Santa Ana could be relocated to a <br />neighboring community in order to find comparable and acceptable <br />replacement housing. The population of Santa Ana and surrounding cities - <br />would thereby fluctuate as a result of the relocation activities of all the above <br />projects. This would be a relatively minor impact to the population base in <br />this highly urbanized area. There will, however, be a temporary, relatively _ <br />heavy demand for very low, low and moderate income housing, which is in <br />short supply. <br />An undetermined number of 'special need' residents could be displaced under <br />the preferred project alternative. Households containing persons who are <br />elderly, and perhaps physically or mentally handicapped may be among those - <br />that are displaced. _ <br />Mitigation Measures <br />1. All displaced residents will receive relocation assistance from the City - <br />of Santa Ana, in accordance with the Department of Transportation, <br />Federal Highway Administration, Uniform Relocation Assistance and <br />Real Property Acquisition Regulations for Federally Assisted Programs <br />(49 CFR, Part 24), March 1989 (a k.a. the Uniform Act), and California <br />Department of Transportation guidelines. Assistance will include <br />information on the availability and prices of homes for sale and for rent <br />that are comparable, decent, safe and sanitary. As stated on Page 12, <br />Section IV A. of the Draft Relocation Impact Study, hundreds of vacant <br />and comparable units, both residential and non - residential, are expected <br />to be available throughout the City of Santa Ana and the adjacent <br />Cities of Anaheim and Garden Grove. Relocation payments' will also .. <br />be available to help eligible displaces, in the form of paying certain <br />costs and expenses involved in moving, purchasing, or renting ` <br />replacement dwellings. A summary of the relocation benefits ,. <br />established by Uniform Act is provided below: <br />-- Owners and tenants are able to inspect the housing to which <br />they are referred. <br />IV-46 <br />75C -181 <br />
