Those businesses who rely heavily on their identification with and service to - <br />local residents will be difficult to relocate. Several such businesses may be <br />forced to close as a result. This would be a short to long -term adverse impact .. <br />to those business owners and their employees. In addition, if the subject <br />project occurs concurrently with other planned street and highway projects in <br />the area (see previous section), displaced businesses may be in competition <br />with other such businesses for relocation sites. <br />The project area residents would have fewer local shopping, service, health <br />care, eating, and other business opportunities. Displaced services would <br />include automotive repair, child care, personal care, insurance and real estate <br />offices. All of these types of businesses can be found within a convenient (i.e., <br />within a one -mile "zone" along each side of the project corridor) distance, <br />however, thereby reducing the significance of the loss of local business <br />enterprise in this particular area to a minor level. <br />Mitigation Measures <br />1. The City will comply with the most current State and Federal Uniform <br />Relocation Acts, as amended, to assist businesses that are displaced by <br />the project. Relocation assistance available to displaced businesses, <br />pursuant to the Uniform Act, includes the following: <br />a. A displaced business is entitled to reimbursement for the actual - <br />reasonable costs of moving personal property,: searching for a <br />replacement location, storage, utilities, reconnection, licenses and <br />permits, and other related items. - <br />b. Costs of reestablishing a displaced business involving repairs, <br />property improvements, installations, feasibility surveys, - <br />advertising, professional leasing services, increased operational <br />costs, impact fees, etc., will be reimbursed, up to a maximum of <br />$10,000. <br />C. If the business cannot be relocated without substantial loss of <br />patronage (net annual earnings), a fixed payment may be made <br />"in lieu of actual moving expense. However, this fixed payment <br />cannot exceed $20,000. If the payment is for "Loss of Goodwill" <br />under California Law, it should be noted that federal funds <br />cannot participate in this payment type. <br />These mitigation measures will reduce the impact of the proposed project <br />below the level of significance. <br />IV -50 <br />75C -185 <br />
