• IMPAM ON :•• ••D CHARACTER AND MINORI� <br />GROUPS <br />Figures A and B in Appendix A illustrate the specific right -of -way acquisition <br />requirements and potential displacements throughout the project corridor for <br />each of the three widening alternatives. The parcels affected by the selected <br />alignment are outlined with a dashed line. Analysis of these illustrations <br />indicates that the character of the project corridor would change significantly <br />as a result of the preferred road widening project. Numerous dwelling units <br />and commercial structures would be removed, changing both the appearance <br />and land usage throughout the subject segment of Bristol Street. <br />None of the removed dwelling units, many of which are non - conforming uses, <br />are proposed to be replaced. Many of the displaced businesses would be <br />unable to relocate on the same or neighboring parcels, due to the small size <br />and shape of the remaining parcels, which would be inadequate to redevelop <br />as commercial sites which meet City standards for yard areas and on -site <br />parking. Fewer homes and businesses would result in less traffic generation <br />from within the project corridor, although this will be negligible compared to <br />the overall increase in traffic due to general growth trends. <br />It is not clear at this point how the remaining portions of parcels that are <br />acquired in full will be re- utilized. Several options are feasible, including: <br />1. Consolidation of parcels to create larger, developable sites, in <br />accordance with General Plan and Zoning standards. <br />2. Sale of remaining pieces to adjoining land owners. <br />3. Expansion of the parking area along both sides of the street right -of- <br />way, creating an extensively landscaped buffer area of meandering <br />depths between the roadway and the abutting private properties. <br />4. The City is considering the implementation of a landscape /streetscape <br />program to make use of substandard remainder properties. <br />5. Some combination and /or modification of the above. <br />In areas where only portions of parcels are acquired along the street frontage <br />( "partial takes "), on -site parking and front yard areas will be reduced and <br />various utility facilities, signs, light fixtures, traffic- control devices, etc., would <br />be relocated or eliminated. Several areas presently without either sidewalks or <br />parkways would be provided with such public amenities.
