In the future year 2006 without widening, the intersections on Bristol Street at <br />Memory Lane, Santa Clara Avenue, 17th Street, Washington Street, Civic <br />Center Drive, 1st Street and at Warner Avenue are anticipated to be operating <br />at undesirable Levels of Service of "E" or worse. This is an extremely <br />undesirable situation which would severely inhibit traffic progression causing <br />extremely long delays to motorists. As a result of these anticipated congested <br />conditions, many motorists can be expected to seek alternative routes through <br />the adjoining residential neighborhoods. <br />The intrusion of this bypass commuter traffic into the surrounding residential <br />neighborhoods is extremely undesirable. The residential neighborhoods would <br />experience an increase in the air and noise pollution as a result of the <br />additional traffic. Although these residential roads can physically <br />accommodate the increase in traffic volume, the overall residential atmosphere <br />in these areas would be compromised. Residents in these neighborhoods may <br />perceive a greater sense of exposure and a reduction in overall safety. <br />The projected V/C ratio of 0.89 at the Bristol Street /McFadden Avenue <br />intersection, the V/C ratio of 0.90 at the Bristol Street /Edinger Avenue <br />intersection and the V/C ratio of 0.90 during the AM peak hour at the <br />Bristol /Civic Center Drive intersection, and during the PM peak hour at the <br />Bristol /5th Street intersection are higher than the City's desired V/C ratio of <br />0.85. Although these V/C ratios correspond to intersection LOS of "D ", these <br />values are at the upper threshold of the desired level of service. <br />Future Roadway Link Capacity with Widening <br />The added capacity, which this six lane divided roadway will provide, will <br />greatly aid traffic circulation by reducing congestion and delay. The Level of <br />Service on each link of Bristol Street would greatly improve with widening. <br />Projected link volumes and their corresponding LOS values are shown in <br />Table 1 in Section I (page I -11). <br />Projected traffic volumes on Bristol Street north of Washington Avenue result <br />in undesirable levels of service on each link; with an LOS of "F" anticipated on <br />the Memory Lane to Santa Clara Avenue link and a LOS of "E" on the Santa <br />Clara Avenue to 17th Street link. In addition, an LOS of "D" would occur <br />between 1st Street and Bishop /Willits Streets. While these values are above <br />the desired LOS of "C', the anticipated volumes can be accommodated on the <br />proposed six lane divided roadway due to the conservative nature of the <br />capacity values. Motorists may continue to experience delay; however the <br />length of delay would greatly diminish with roadway widening. All other links <br />on Bristol Street would experience a Level of Service of "C" or better. <br />IV -61 <br />75C -196 <br />
