parcels and temporarily blocks driveway access. Provisions will be made for <br />interim access whenever necessary. ff the construction of the project is <br />undertaken in phases, the disruption of circulation along the roadway will be <br />reduced since only certain segments of the street would then be affected at any <br />one time. In order to enhance traffic flow and minimize hazards, traffic <br />control plans will be prepared prior to each step in the construction process. <br />The disruption of traffic and restriction to access along Bristol Street during <br />project construction could affect the mobility and responsiveness of emergency <br />vehicles which commonly utilize the street. The fire department has indicated <br />that stations 1, 3, 4, 5, and 7 will be impacted during construction of the <br />proposed project since these stations typically utilize Bristol Street in route to <br />an emergency call. Similarly, police vehicles and ambulances commonly utilize <br />Bristol Street as a travel route in emergency situations and, as a result, will be <br />adversely impacted by any restrictions to travel caused by construction <br />activities. Even though movement may be hampered by construction activities, <br />Bristol Street will remain open to through traffic and access to property along <br />the street will be maintained. <br />Following is a discussion of the detouring activity which will occur during the <br />coustruction phase of the project. <br />The Bristol Street road widening project will be divided into six separate <br />phases. This work is anticipated to begin in 1992 with each phase requiring <br />between 9 to 12 months to complete. <br />During construction, it is proposed that a 35 -foot wide roadway be provided to <br />accommodate one lane of travel in each direction and a two -way left turn lane. <br />This lane configuration will accommodate approximately 20,000 vehicle /day <br />along this corridor. The remainder of the through traffic on Bristol Street will <br />divert onto alternate routes. North -south commuter traffic may divert to <br />Flower Street or Main Street depending on their relative congestion level in <br />relation to Bristol Street. <br />Advance warning and information signs will also be used to reduce the <br />confusion motorists may experience during the construction process. <br />To minimize the impact on the adjoining properties, the construction work in <br />each phase should be limited to sections of sufficient length as to allow <br />efficient progression of work. Sections of excessive length could result in areas <br />on which active construction work would not be performed for extended <br />periods of time. This would be an unnecessary inconvenience to the adjoining <br />properties and could result in numerous complaints. <br />IV -79 <br />75C -214 <br />
