It is equally important, however, not to liruit these sections to lengths that are m <br />too short to allow the efficient progression of work. Breaking the construction <br />work up into too rnamy sections will increase both costs and time to <br />completion. <br />The number of detours along the project length must also be minimized to <br />maintain the safe and efficient passage of traffic. <br />For these reasons, the work areas should be separated into sections between <br />signalized intersections. Except between the Civic Center Drive, 5th Street, <br />and Santa Ana Boulevard intersections, the distances between signalized <br />intersections should be of sufficient length to allow the efficient progression of ' <br />work. The construction work can also be phased to alternate sections on <br />which work is performed to further reduce the impact on the adjoining <br />properties. <br />The area wide congestion that will be experienced in the City of Santa Ana <br />will be even further exacerbated by the proposed widening of the Santa Ana <br />Freeway (I -5) through the City of Santa Ana. This freeway widening project is <br />anticipated to begin in the 1989 -90 fiscal year with the estimated time to <br />completion being 3 to 4 years. ` <br />Although the congestion in the City of Santa Ana will increase in the short <br />term period during construction upon completion the added capacity gained by <br />these widening projects will greatly reduce congestion and aid circulation in <br />the long term. <br />To help mitigate congestion during the construction period, the City of Santa <br />Ana should consider various Transportation Systems Management (TSM) and <br />Transportation Demand Management (TDM) techniques. Some TSM ` <br />techniques that the City should consider are peak hour truck prohibition, - <br />traffic signal coordination along Bristol Street, and coordination of the transit <br />service with the construction phases. The City should also consider promoting — <br />TDM techniques to area wide businesses and residents such as staggered work ., <br />hours, ride- sharing, and telecommunications. <br />The various TSM techniques mentioned will help to increase capacity and <br />improve the progression of traffic along Bristol Street. Peak hour truck <br />prohibition and the coordination of transit service will minimizc the conflicts <br />and congestion these larger vehicles have on the high volume commuter .. <br />traffic. Traffic signal coordination along Bristol Street will minimize the stops <br />and delays experienced by commuter traffic. <br />By getting area businesses and residents to participate in TDM techniques, the ~ <br />City will experience a reduction in area wide congestion.
