alternative is more costly than is necessary to accomplish transportation needs, <br />federal funds will be limited to acquisition and construction costs within the <br />street right -of -way. Public comments received generally agreed with the need <br />to widen the street to improve its traffic - carrying capacity, provided that the <br />environmental and economic costs to the affected property owners anu <br />residents is adequately compensated for. Since any of the widening <br />alternatives would involve a substantial amount of acquisition of private <br />properties and displacement of existing businesses or residences, the balancing <br />of alternatives focused on avoiding damage to the several major community <br />facilities found along the subject segment of Bristol Street. These facilities, <br />which occupy large sites and are developed in a manner which requires full <br />use of existing site area to maintain their effective functioning as community <br />facilities, include: <br />— Mater Dei High School <br />-- Rancho Santiago Community College <br />Santiago Elementary School (a 4[f] site) <br />Bristol Street Reservoir (City water facility) <br />The preferred alternative was selected because it will not impact three of the <br />major community facilities, and it will have minimal impact on another one. <br />To avoid impacting the community facilities locations on Bristol Street, the <br />centerline will he transitioning east, west, and to the center of the street. With <br />the centerline shifting in many locations, property will be acquired from both <br />sides of the street. Because the City's right -of -way acquisition policy requires <br />the purchase of the entire property if a parcel is rendered nonconforming due <br />to street widening, more full-takes will be acquired. Therefore, the costs for <br />the preferred alternative are much higher due to the substantial residential <br />takes.
