turnout, additional bus stops would only add to congestion at the <br />approaches to the bus stop. <br />TSM measures, alone, were deemed insufficient to achieve the City's <br />goals for upgrading Bristol Street to a six-lane, divided roadway, <br />consistent with the Orange County Master Plan of Highways and the <br />City of Santa Ana Circulation Element. <br />A 100 -foot right -of -way alternative, including bus turn-outs and addi- <br />tional right and left turn lanes at selected intersections could also <br />accomplish the desired expansion of Bristol Street to a six-lane arterial. <br />This right -of -way alternative could also be accomplished through three <br />basic widening approaches: 1) along both sides of the street; 2) only <br />on the east side of the street; and 3) only on the west side of the <br />street. Some combination of these approaches could also achieve a <br />100 -foot right -of -way. . <br />The 100 -foot right -of -way alternatives were withdrawn from considera- <br />tion, however, since a 100 -foot roadway would be inconsistent with both <br />County of Orange and City of Santa Ana standards for a primary arte- <br />rial. County and City standards specify a 120 -foot right -of -way, <br />providing a six-lane divided roadway. A 100 -foot right -of -way would be <br />severely insufficient to accommodate the desired additional left and <br />right turn lanes at several intersections. In addition, the 100 -foot right - <br />of -way would not be sufficient to accomplish the City of Santa Ana goal <br />to provide extensive parkway landscaping and other beautification <br />measures in an equivalent manner. Finally, the 100 -foot alternative <br />would hamper the establishment of certain traffic control devices and <br />would not allow for emergency stopping along the edge of the roadway. <br />bro b <br />The federal statutes and implementing procedures for preservation of <br />public park and recreation lands, wildlife, and waterfowl refuges, and <br />historic sites are commonly referred to as "Section 4(f)."
