Authorize the City Manager and Clerk of the Council to execute agreement with Straight Talk Clinic, <br />Inc. in the amount of $720,000, subject to non - substantive changes approved by the City Manager and <br />City Attorney for acquisition and rehabilitation of single family house (Housing Opportunitites for <br />Persons with AIDS) <br />2. Authorize the City Manager and Clerk of the Council to execute agreement with Straight Talk Clinic, <br />Inc. subject to non - substantive changes approved by the City Manager and City Attorney for the <br />Covenant Affecting Property at 1677 West Ord Way, Anaheim. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting of March 25, 2015, by a vote of 4:0 (1 absent) the Community <br />Redevelopment and Housing Commission recommended that the City Council approve to <br />execute agreements with Straight Talk Clinic, Inc. in the amount of $720,000, subject to non — <br />substantive changes approved by the City Manager and City Attorney for the development of <br />permanent housing for persons with HIV /AIDS. <br />DISCUSSION <br />From 1993 to 2014, the City of Santa Ana ( "City ") received funds through the U.S. Department of <br />Housing and Urban Development (HUD) for the Housing Opportunities for Persons with AIDS <br />( HOPWA) Program. Although the City received the funds, they were to be utilized throughout <br />the county of Orange. The HOPWA Program is designed to provide resources and incentives for <br />long -term comprehensive strategies to meet the housing needs of persons with HIV /AIDS. A <br />major goal of the comprehensive strategy is to promote housing stability, prevent homelessness, <br />and increase access to care and support for persons living with HIV /AIDS. <br />Along with short term assistance, HOPWA funds have been used over the years to fund six <br />permanent housing developments in four different cities throughout the County. The City <br />currently has HOPWA funds earmarked for another permanent housing development. In April of <br />25H -1 <br />
