ATTACHMENT <br />Therefore, the City of Santa Ana further resolves to work in collaboration with historically community <br />based organizations that serve Santa Ana residents, Santa Ana businesses and residents of the <br />surrounding area to: <br />A. Implement wellness policies in planning and economic development: <br />1. Create an equitable, inclusive economic development plan, as called for in the five -year <br />strategic plan that is driven by the needs and vision of underserved resident communities, <br />that focuses on supporting Santa Ana residents, local businesses, workers, youth and <br />families, and that creates opportunities for anyone to find affordable housing and support <br />themselves and their families in the City of Santa Ana. <br />2. Perform a Health and Wellness Outcomes Assessment to set a baseline for conditions of <br />residents, businesses and organizations in the area, monitoring the success of the Wellness <br />District strategy based upon improvements against this baseline. <br />3. Implement strategies that ensure development aligned with Wellness District principles and <br />approaches, including but not limited to active programming of healthy recreational and <br />cultural activities, incentives for businesses offering wellness goods and services, and <br />incentive for businesses committing to long term provision of good jobs, affordable housing, <br />and economic stability for Santa Ana residents. <br />4. Implement health policies in economic development in line with health in all policies. <br />5. Implement strategies for Santa Ana residents to remain and thrive in Santa Ana while <br />minimizing the negative consequences of development such as increased cost of living in <br />housing. <br />6. Engage the vendor community to ensure that plans, policies, and street design are inclusive <br />of their contribution to servicing low income residents and their families as well as <br />downtown employees and visitors. <br />B. Increase activity in the downtown through culturally relevant programming, increased public <br />use of public spaces, and infrastructure improvements to allow for such uses: <br />7. Adopt the name Calle Cuatro Marketplace forthe downtown <br />8. Support the following community- organized events to further establish the distinctive <br />Latino character of downtown Santa Ana and to promote health, wellness and culture by <br />waiving the municipal charges and fees associated with public space usage, including <br />waivers of street closure fees, security costs, and liability insurance requirements, and the <br />permission of flyers, to support the following events% <br />a. Dia del Nino, April <br />b. Dia de las Madres, May <br />c. Dia de los Padres, June <br />d. Festival de Quinceneras, August <br />e. Fiestas de las Americas, September <br />f. Noche de Altares (Bonn Pchum Benh /Teet Doan Ngo), November <br />g. Dia de la Virgen, December <br />h.
