Implement infrastructure improvements that promote walkability, cycling, family shopping <br />trips, and access to food vendors including but not limited to improvements along 0 street <br />from Ross to Grand, a street promenade on Sycamore between and 5`h, and permanent <br />route place makers and wayfinding as recommended in the Wellness Corridor plan. <br />a. Organize a robust process for developing the Capital Improvement Plan by <br />collaborating with the community to adequately define the criteria that prioritizes <br />projects aligned with community needs. <br />10. Ensure that the Arts Master Plan for the downtown corridor gets shaped in a participatory <br />process between the city, the downtown liaison, arts commission, local artists also involving <br />the various community serving organizations of the downtown, local businesses, and Santa <br />Ana public schools in the vicinity. This Master Plan ought to be aligned with the <br />infrastructure and beautification needs of the Latino serving downtown businesses. <br />a. The city should develop urban, architectural design forums for certain areas within <br />the city that require buildings and streetscapes to meet culturally relevant aesthetic <br />standards also reflecting the city's heritage and cultural identity. <br />C. Establish anchor community - serving sites in and surrounding the downtown: <br />11. Designate the parking lot on 3rd between Spurgeon and Bush for community- organized <br />programming that encourages access to affordable, culturally relevant wellness goods, <br />services, and overall experience. <br />12. Over the next three years, transfer the title of vacant sites to be established as a network of <br />5 micro -farms to increase the access of underserved communities to healthy food options <br />and to food production, under the management of a new SABHC - Community Development <br />Corporation. <br />a. Begin with a pilot by providing a long term lease of sites 1222 E 4th St & 1221 E 3rd St to <br />Santa Ana Building Healthy Communities, until the title can be transferred to SABHC- <br />CDC. <br />13. Designate a City owned site or property in the downtown to be a Latina mercadito under <br />the ownership and management of a new SABHC Community Development Corporation. <br />14.
