Chair Mill recused himself from this item due to conflict of interest and left the dais <br />at 4:55 p.m. Vice Chair Christy opened the public hearing. Gene Tidgewell spoke in <br />support of the project and requested that the name "Ness" referenced in the name be <br />removed.
