REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 21, 2015 <br />TITLE: <br />AGREEMENT WITH ITERIS, INC., FOR <br />PROFESSIONAL ENGINEERING SERVICES <br />FOR HARBOR BOULEVARD TRAFFIC SIGNAL <br />SYNCHRONIZATION PROJECT (PROJECT NO. <br />156828) (NON- GENERAL FUND) <br />{STRATEGIC PLAN NO. 6, 1, B} <br />CLERK OF COUNCIL USE ONLY: <br />F••:• _11 <br />❑ <br />As Recommended <br />❑ <br />As Amended <br />❑ <br />Ordinance on 1°' Reading <br />❑ <br />Ordinance on 2 °d Reading <br />❑ <br />Implementing Resolution <br />❑ <br />Set Public Hearing For® <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Iteris, Inc., <br />subject to nonsubstantive changes approved by the City Manager and City Attorney, to provide <br />professional engineering services for the design and implementation of the Harbor Boulevard <br />Corridor Traffic Signal Synchronization Project in an amount not to exceed $755,000 for a three - <br />year term expiring December 31, 2018. <br />DISCUSSION <br />On October 21, 2013, Council authorized staff to submit joint applications with the participating <br />agencies for funding consideration under the Orange County Transportation Authority (OCTA) <br />renewed Measure M2 Regional Traffic Signal Synchronization Program. The Harbor Boulevard <br />Corridor Traffic Signal Synchronization Project (Harbor Boulevard Project) was submitted to <br />provide inter - jurisdictional traffic signal synchronization and improvements along the corridor <br />through the cities of Santa Ana, Garden Grove, Fountain Valley, and Costa Mesa. In April 2014, <br />the OCTA Board approved the joint funding request of $1,852,080 from Measure M2 funds. This <br />grant project was included in the City of Santa Ana approved FY 14/15 Capital Improvement <br />Program (CIP). <br />On January 20, 2015, the City Council approved a cooperative agreement with Cities of Garden <br />Grove, Fountain Valley, and Costa Mesa, to implement the Harbor Boulevard Project. The <br />cooperative agreement identifies the City of Santa Ana as the lead agency for implementation. <br />The project will provide and maintain the inter - jurisdictional traffic signal synchronization of the <br />Harbor Boulevard corridor for a three -year period. At the end of the three -year project, <br />responsibility for ongoing signal timing maintenance will revert to the respective local agencies. <br />25C -1 <br />
