Agreement for Harbor Boulevard <br />Traffic Signal Synchronization Project <br />April 21, 2015 <br />Page 2 <br />A Request for Proposals (RFP) for professional engineering services to design and implement the <br />project was posted on the City website and Planet Bids on January 23, 2015. Six consultants <br />submitted proposals which were evaluated by a committee comprised of one member from each <br />participating agency. The proposals were evaluated based on the firm's experience, <br />understanding of the project needs, proposed scheduling, and overall approach. <br />Once evaluated, the sealed cost proposals from the top three firms were opened. A summary of <br />the proposal ranking, scores, and costs are: <br />FIRM <br />SCORE <br />RANK <br />COST <br />Iteris, Inc <br />91.8 <br />1 <br />$699,443 <br />AGA <br />89.8 <br />2 <br />$754,952 <br />Advantec <br />85.8 <br />3 <br />$752,690 <br />DKS <br />82.5 <br />4 <br />Did not open <br />Stantec <br />78.3 <br />5 <br />Did not open <br />KOA <br />75.0 <br />6 <br />Did not open <br />Based on the evaluation and cost, it is recommended that Iteris, Inc., be awarded the contract in <br />an amount of $699,443 plus a contingency of $55,557, for a total not to exceed $755,000. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy B (equitably maintain existing streets and associated assets in a state of good <br />repair so they are clean, safe and aesthetically pleasing for all users). <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the proposed project is exempt from <br />future review. Categorical Exemption Environmental Review No. 2014 -82 has been filed for the <br />project. <br />25C -2 <br />
