Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the <br />Council to execute agreements with non - profit agencies and /or sub- recipients awarded <br />funds as part of the approved program, subject to non - substantive changes approved by <br />the City Manager and City Attorney. <br />COMMUNITY REDEVELOPMENT AND (HOUSING COMMISSION ACTION <br />At its regular meeting on March 25, 2015, by a vote of 4:0 (Sandoval absent), the Community <br />Redevelopment and Housing Commission approved the recommended actions. <br />DISCUSSION <br />The McKinney -Vento Homeless Assistance Act, formally known as the Homeless Emergency <br />Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), consolidates three of the <br />separate homeless assistance programs administered by the United States Department of <br />Housing and Urban Development (HUD) Into a single grant program, and amends the Emergency <br />Shelter Grants program and renames It the Emergency Solutions Barents (ESG) program, <br />In December 2014, a Notice of Funding Availability was mailed to non-profit homeless providers <br />who had expressed Interest in receiving an application for FY 20162016 grant funding, In <br />addition, the application was placed on the City of Santa Ana's ("City„) webaite and announced in <br />the Orange County Register. The City has been allocated $405,617 of which $07,171 will be <br />used for program administration, Twenty proposals were submitted from 16 organizations with <br />funding requests totaling over $700,000, <br />25G -1 <br />
