REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 5, 2015 <br />TITLE: <br />AGREEMENT TO DEVELOP <br />THE ARTS AND CULTURE MASTER PLAN <br />{STRATEGIC PLAN NO. 5, 5A} <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1't Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with the Cultural <br />Planning Group to develop a citywide Arts and Culture Master Plan, for a one year period, <br />terminating I on May 4, 2016, in the the amount not to exceed $175,568, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />ARTS AND CULTURE COMMISSION ACTION <br />At its regular meeting on April 16, 2015, by a vote of 5:2 (Crib and Alvarado opposing), the Arts <br />and Culture Commission recommended that staff submit the Arts and Culture Commission's <br />Master Plan recommendations to City Council. <br />DISCUSSION <br />On March 18, 2014, City Council adopted the Santa Ana Strategic Plan, which established <br />specific goals, objectives and strategies to guide the City of Santa Ana's ( "City ") major efforts <br />during the next five years. Funding was then appropriated towards Goal 5 (Community Health, <br />Livability, Engagement & Sustainability), Objective 5 (Promote a strong arts and culture <br />infrastructure), Strategy A, which states the City will work to develop an Arts and Culture Master <br />Plan. The purpose of developing an Arts and Culture Master Plan is to is to create a common <br />vision for the role that arts and culture should play in Santa Ana, as well as to ascertain what <br />pieces of that vision can guide policy and programming to enhance the quality of life for Santa <br />Ana residents, businesses and visitors. The Master Plan will reflect the community's desire to <br />utilize arts and culture to enhance the sense of community; enhance economic vitality that is <br />linked to arts and culture; create and support an environment where art and culture thrive and <br />enrich the community culturally, aesthetically, educationally and economically. <br />In December 2014, the Arts and Culture Commission (ACC) appointed an Ad Hoc Committee to <br />develop the Requests for Proposals (RFP) for professional services to assist staff with the <br />2513-1 <br />
