Arts and Culture Master Plan <br />May 5, 2015 <br />Page 2 <br />development of an Arts and Culture Master Plan. On February 3, 2015, City Council approved the <br />request to distribute the RFP. The City solicited proposals between February 5, 2015 and March <br />6, 2015. Outreach included posting to the City's website and PlanetBids. Staff also <br />communicated electronically to a large network of organizations who had expressed an interest in <br />receiving such notices. <br />Following the release of the RFP, the City received a total of six proposals. The ACC reviewed <br />and evaluated the proposals based upon four criterions: Project concept and solutions; Personnel <br />and organizational experience, resources, and technical competence to facilitate <br />accomplishments of stated scope of work; Demonstrated applicable experience; Total evaluated <br />cost. Staff compiled the ratings and ranked the organizations. The Cultural Planning Group <br />(CPG) received the highest average score of 74 (Exhibit 1). <br />CPG is a consulting firm serving the field of arts and culture. CPG principals have prepared more <br />than 60 cultural plans for communities throughout the nation, including the City of Los Angeles, <br />City of Boulder, Colorado and City of San Antonio, Texas. The CPG team also has vast <br />experience in projects relating to cultural facility and district plans, feasilbity studies, impact <br />studies, arts research, public art plans, and assessments. <br />Attached is the proposal from the CPG which includes the scope of work to develop the Arts and <br />Culture Master Plan (Exhibit 2). It is anticipated that the Arts and Culture Master Plan process will <br />take 10 months to complete with an additional two months to prepare the final report presentation <br />for City Council. Staff will provide the Mayor and City Council with periodic updates on the <br />progress of the Plan. <br />Based on the ratings by the ACC, it is recommended that the City enter into an agreement <br />(Exhibit 3) with CPG to develop the new citywide Arts and Culture Master Plan. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability, <br />Promote a strong arts and culture infrastructure, Objective #5 (Promote a strong arts and culture <br />infrastructure), Strategy A (Work closely with the Arts and Culture Commission and local artist <br />organizations to develop an Arts Master Plan which will ensure all cultural programming, events <br />and resource support). <br />FISCAL IMPACT <br />Funds are budgeted and available in the Community Activities, Contract Services — Professional <br />Account (01105810-62300). <br />25B -2 <br />
