Formation of a Project Steering Committee Composed of planning stakeholders, which will <br />provide input and advise to the consultant team throughout the planning process. <br />A thorough Document Review, examining relevant City and County organizational plans and <br />studies. <br />Develop Research Protocols for planning effort, identifying key research outcomes and <br />methodologies. <br />Identiflcatlon of a Key Person Interview and Organization list, building on our existing <br />knowledge and relationships in Santa Ana. <br />Development of a project Communications Plan, to keep all planning participants informed <br />throughout the planning process and to provide an avenue for input to the consultants. <br />Research <br />Inventory of Santa Ana's Arts and Cultural Assets: We will prepare an inventory of nonprofit <br />arts organizations, venues and major programs as a basis for assessment of the community's <br />arts ecosystem. We will utilize a combination of available data and information collected through <br />the community engagement /research process, <br />Analysis of Arts Community Data: We can "mine" information collected by the City on its arts <br />grantees, and through studies such as Arts and Economic Prosperityty, to develop a portrait of <br />the arts ecosystem. <br />National Assessment: We will identify a cohort of relevant cities andlor programs for a study <br />comparing agreed -on criteria. This benchmarking study can focus on levels and types of arts <br />funding, model approaches to programs of interest to Santa Ana, national trends, best practices, <br />approaches to cultural equity, community arts, and other factors. In addition, we can profile <br />model organizations or Initiatives of special interest. <br />Local Assessment, including compilation of demographic and arts date, articulation of the <br />history of arts in Santa Ana, review of Arts and Culture Commission programming, staffing and <br />support systems. <br />Assessment of Funding Resources, including both public and private funding sources. <br />• Additional Comparisons of Santa Ana with National and Other Benchmarks: Using <br />available datasets, such as the Local Arts Index and other national studies, we can Identify <br />salient points of comparison for Santa Ana. It will be important to use comparisons to Identify <br />what makes Santa Ana special, as well as where its gaps or weaknesses lie.
