Agreement with Black and Veatch, Inc., for Advanced Meter Infrastructure <br />Feasibility Study and Project Implementation Plan <br />May 5, 2015 <br />Page 2 <br />The request for proposals was advertised on January 29, 2015, on the City's website and online <br />bid management and publication system. A summary of the proposal invitations and proposals <br />received is as follows: <br />13 Firms notified <br />6 Proposals received <br />Proposals were received and opened on February 26, 2015, and were subsequently evaluated by <br />a committee comprised of City staff, a member of the City's Environmental and Transportation <br />Advisory Committee, and staff from the City of Buena Park. In accordance with the RFP, the fee <br />proposals of the top rated firms were opened for comparison purposes. This firm is well <br />qualified, reputable, and has vast experience on similar types of projects and in the broader water <br />utility industry. As this agreement is for professional services, it is not subject to prevailing wage <br />requirements. The annual not -to- exceed amount is based on the proposed fee plus a 10% <br />contingency factor. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy C (invest resources and technology to extend the service life of existing <br />infrastructure to protect the City's investment and support a high quality of life standard). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />251 -2 <br />
