Authorize the Executive Director to execute an on-call agreement with Keyser Marston <br /> Associates, Inc. to provide housing financial analysis and advisory services in an amount not to <br /> exceed $100,000 for a two-year agreement, subject to non-substantive changes approved by <br /> the Executive Director and the Authority General Counsel. <br /> 2. Authorize the Executive Director to execute an on-call agreement with CSG Advisors, Inc., to <br /> provide housing financial analysis and advisory services in an amount not to exceed $100,000 <br /> for a two-year agreement, subject to non-substantive changes approved by the Executive <br /> Director and the Authority General Counsel. <br /> DISCUSSION <br /> The Housing Authority and the Successor Housing Agency of the Former Redevelopment Agency <br /> creates and implements programs that offer affordable housing opportunities within the City. <br /> Periodically, staff requires professional consulting services to insure the economic viability of the <br /> design and implementation of these programs and projects. <br /> On December 29, 2014, the City and the Housing Authority released a Request for Qualifications <br /> (RFQ) soliciting proposals from experienced consulting firms to select one or more firms to provide <br /> on-call housing financial analysis and advisory services for both the City of Santa Ana and the <br /> Housing Authority of Santa Ana. Housing Authority related activities include Project Based <br /> Vouchers, housing revenue bond financed programs, and additional housing programs. The RFQ <br /> was advertised and posted on PlanetBids and closed on January 29, 2015. The City received two <br /> qualified proposals in response to the RFQ. <br /> Responses were evaluated based on qualifications and company experience; demonstrated and <br /> relevant affordable housing experience; fee proposal; and quality and depth of proposal. All firms <br /> submitting proposals demonstrated the ability to deliver the necessary services to the City, Staff is <br /> recommending that both Keyser Marston Associates, Inc. (Exhibit 1) and CSG Advisors, Inc. <br /> 5 - 1 <br />
