Affordable Rent. The Affordable Rent may be re- evaluated once annually based on changes in <br />the Gross Household Incomes (usually updated during the first quarter of each year). Any <br />changes in the rents charged for the Inclusionary Units must first be approved in writing by the <br />Program Director. The Property Owner, or property manager, must provide written notice to <br />each Household renting an Inclusionary Unit at least 30 days in advance of any rent increase. <br />Tenant Criteria <br />(a) Determination of Income Qualification. Property Owner shall make the determination that <br />a Household qualifies as a Low Income Household. All prospective Inclusionary Unit <br />tenants must provide supporting documentation to substantiate that, among other <br />requirements set forth in this Housing Plan, their Gross Household Income establishes <br />them as a Low Income Household. The supporting documentation shall include: <br />1. Copies of income tax returns for each member of the proposed Low Income <br />Household certified by the applicable Household member as true for the most recent <br />tax year in which a return was filed. <br />N. At least one of the following for each Household member providing income <br />information: <br />• Two paycheck stubs from the member's most recent pay periods. <br />• An income verification certification from the member's employer. <br />• An income verification certification from Social Security Administration and /or <br />California Department of Social Services if the member receives assistance from <br />either of those agencies. <br />(b) Standard Resident Qualification Criteria. An income - qualified Low Income Household <br />remains subject to all other criteria used by Property Owner for the screening and <br />selection of tenants within the Project (the "Standard Criteria "), with the sole exception of <br />the standard income requirements for Market Rate Units. Examples of the Standard <br />Criteria include, but are not limited to, credit history, number of occupants, and pet <br />restrictions. The current Standard Criteria is set forth in Exhibit B and may be changed <br />from time -to -time at Property Owner's discretion, provided that (1) all Standard Criteria <br />are applied equally to all tenants within the Project and (ii) the sole income qualifications <br />for a Low Income Household are those set forth in Paragraph (a) ("Determination of <br />Income Qualification ") above. <br />Final Determination of Qualification <br />(a) Sequencing of Determinations. Subject to the provisions below addressing "Priorities <br />Among Applicants," to the extent practicable, the qualification of applicants for <br />Inclusionary Units will be determined in the chronological order of the dates of their <br />completed applications.
