RESOLUTION NO. 13- <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COSTA MESA, CALIFORNIA, APPROVING THE <br />SUBMITTAL OF IMPROVEMENT PROJECTS TO THE <br />ORANGE COUNTY TRANSPORTATION AUTHORITY <br />FOR FUNDING UNDER THE COMPREHENSIVE <br />TRANSPORTATION PROGRAM, REGIONAL CAPACITY <br />PROGRAM PROJECT 0, AND REGIONAL TRAFFIC <br />SIGNAL SYNCHRONIZATION PROGRAM, PROJECT P. <br />THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES, <br />DETERMINES AND ORDERS AS FOLLOWS: <br />WHEREAS, the City of Costa Mesa desires to implement the transportation <br />improvements listed in Exhibit A; and <br />WHEREAS, the City of Costa Mesa has been declared by the Orange County <br />Transportation Authority to meet the eligibility requirements to receive Measure M <br />"turnback" funds and revenues as part of Measure M2; and <br />WHEREAS, the City's Circulation Element is consistent with the County of Orange <br />Master Plan of Arterial Highways; and <br />WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program <br />targets over 2,000 signalized intersections across Orange County to maintain traffic <br />signal synchronization, improve traffic flow, and reduce congestion across jurisdictions; <br />FTITGI <br />WHEREAS, the City of Costa Mesa will enter into a cooperative agreement for the <br />project funding and implementation responsibilities if required by project location, and <br />WHEREAS, the City of Costa Mesa will provide matching funds for each project as <br />required by the Orange County Comprehensive Transportation Program Procedures <br />Manual; and <br />
