housing. As a result, SAHA's Administrative Plan (Plan) provides for operation of a PBV Program utilizing up to 20 <br />percent of its budget authority for that purpose. The Plan is available on the City's website at: http://www.santa- <br />ana.orglcda/HousingAuthorityHomePage.asp. <br />Developers submitting responses to this RFQ should be fully conversant with Chapter 17 of the Plan which details <br />SAHA's PBV Program. In the event of any discrepancy between the Plan and the contents of this RFC, the Plan will <br />prevail. <br />Solicitation and Selection of PBV Proposals <br />Other criteria will include: <br />• Developer experiencV.illty to manage the kind of rental property that is proposed, including if <br />applicable the experiability to manage special needs housing projects; <br />• Developer experience and demonstrated ability to comply fully with the requirements of HAP contracts issued <br />by a PHA; <br />• Evidence of site control and firm commitment(s) for all financial assistance required for project development; <br />• Estimated timeline for completion of the proposed project, meaning the entitlement process is completed, all <br />financing is secured, and the project is available for occupancy. <br />City of Santa Ana Community Development Agency <br />Request for Proposals for Affordable Housing Development <br />Page 17 <br />19E -22 <br />
