REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL_ MEETING DATE: <br />MAY 18, 2015 <br />TITLE: <br />CITY MANAGER <br />RECOMMENCED ACTION <br />COUNCIL CLERK OF ONLY- <br />0 As Recommended <br />❑ As Amended <br />® Ordinance on Vt Reeding <br />�] Ordinance on 2nd Reading <br />® Implementing Resolution <br />El Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an agreement with United <br />Storm Water, Inc., subject to nonsubstantive changes by the City Manager and City Attorney, for <br />the procurement and installation of catch basin screens for the term expiring June 30, 2016, with <br />provision for one one -year extension exercisable by the City Manager and City Attorney, in the <br />total amount not to exceed $201,600. <br />Approval of this recommended action will allow for completion of the Residential Catch Basin <br />Connector Pipe Screen (CPS) Installation Project, This citywide project will retrofit 547 catch <br />basins on residential streets with connector pipe screens, to prevent transportation - related <br />pollutants from entering the storm drain system. <br />On April 28, 2014, the City Council approved a Funding Resolution (No, 2014 -018) authorizing <br />staff to nominate wafter quality improvement projects with a transportation pollution nexus for <br />consideration by the (Orange County Transportation Authority (t'OCTA) for Measure M2 <br />Environmental Cleanup Program (ECP) funding. On November 5, 2014, tOCTA awarded a <br />$200,000 grant to the City under the ECR <br />The funding agreement specifies that OCTA will provide $200,000 toward construction; the City <br />will provide $311,200 in in -kind costs including design, construction administration, inspection, <br />and 10 years of ongoing operations and maintenance, for a total estimated project cost of <br />$511,200. The in -kind services pledged for this project are already part of the City's <br />responsibilities under National Pollutant Discharge Elimination System (NPDES) permit program <br />regulations, Under the existing NPDES permit, the City is required, at a minimum, to clean the <br />City's catch basins semi - annually. The screens installed under this project will make the catch <br />25C -1 <br />
