QUARTERLY REPORT OF INVESTMENTS AS OF MARCH 31, 2015 <br />{STRATEGIC PLAN NO. 4, 1} - Finance & Management Services <br />MOTION: Receive and file. <br />Mayor Pro Tern Sarmiento, noted that Proposal will set parameters for <br />affordable housing and rental housing development; requested <br />clarification on selection of sites and criteria. Proposed amendment to <br />motion, as follow: <br />• Remove Bonus Points in the Developer Selection — Proposal and <br />Evaluation section; <br />• Item #3: Demonstrated readiness of the proposed project to proceed <br />demonstrated site control and availability of financing. Appropriate <br />zoning to include sites defined in the Housing Element; and <br />• Allow use of Community Development Block Grant funds (Inclusionary <br />Housing Funds and HOME Program funds) for Acquisition and <br />Rehabilitation Projects for new construction projects, in addition to <br />Adaptive Reuse projects. <br />Mayor Pro Tern Sarmiento, asked staff to consider funds allocated to the <br />five project areas in Proposal and substitute some for sites in the Housing <br />Element. <br />Councilmember Martinez, concurred with Mayor Pro Tern Sarmiento. <br />Asked for allow up list of projects in the Harbor Specific Plan; First Street <br />Corridor be included.
